A House Ways and Means panel heard that foreign owned businesses in the United States may evade up to 30 billion dollars yearly in income taxes. The IRS cites insufficient data, suggesting a possible 3 billion dollar annual loss, while several foreign distributors paid little or no tax on large U S sales.
In 1988 90 forty percent of electronics firms had no tax due though sales reached 30 billion. One company sold 2.4 billion in VCRs and TVs and paid no tax. Auto firms posted 27 billion in sales with 28 percent of returns showing no tax liability.
