Portland War Bureau Leads Civic Drive For War Effort

Portland, with 214 men in service, ranked among top war effort towns. A state Council of Defense committee directed civilian activities until December 1917, when the Portland War Bureau formed to coordinate Red Cross, Liberty Loans, War Savings, Home Guard, and other drives. The expanded council included representatives from civic groups and local leaders, with John C. Barry, F. M. Jencks, Judge T. C. Flood, and others directing distinct activities. Quotas and totals for Liberty Loans and War Savings show large community support, plus Red Cross efforts and Comfort Bag Club output and hospital supplies through 1917.
