Ford was blamed for high speed by Severn.

A Cedar Rapids man James J Goodhue a merchant policeman age 22 was charged with manslaughter in the death of 15 year old Raymond Simon of 628 Sixth street southeast. The shooting occurred May 22 in an alley near Fourth and Fifth avenues southeast. Goodhue was arraigned and bond set at 1500 dollars. He reportedly fired first in the air then aimed at the boy as he ran after being ordered to halt. Raymond died after hospital amputation and complications. The case is referred to the September grand jury.
