Navy short of offices to man ships in commission

Secretary Daniels informed Congressman Padgett that the navy must reach a minimum enlisted strength of 11 486 men by July 1, 1919 to staff fighting ships now in commission. He said the present enlisted strength is about 87 000 men and the navy is short of both men and officers.
