A Sunflower State paper claims 96 of 105 Kansas counties have no inebriates and only 17 percent of penitentiary inmates were Kansas born. It notes 39 counties sent no prisoners last year, 57 counties have no use for poor houses, 84 counties reported no insanity, and Kansas death rate is seven per 1000, lower than many regions.

The department may excuse illness related absence if coupled with limited residence and improvements but final proof will be rejected. Entries before August 20 1890 or settlements carried to entry are not to be used in calculating land quantity under the act’s limits.
