Jail condition debate over Lexington County lockup
Newton Kelly, jailed for the David Shull killing in New Brookland, remains in Lexington County Jail amid a clash of orders from Governor Cooper and health officials. Inspectors from the State Board of Public Welfare and Dr. H. C. Brearley found the 1886 building unsatisfactory, with unscreened windows, broken glass, poor water, and unsanitary plumbing. They urged multiple upgrades including painting, new bunks, better bedding, cleaner water, and medical checks for contagious diseases. Sheriff B Austin Root seeks funds to implement fixes.
