Versailles note urges Dutch surrender of ex-Emperor for trial

Paris January 18 The supreme council’s note to the Dutch government requests delivery of the former German Emperor to the Allies under Article 227 of the Versailles treaty. It argues that if he had remained in Germany he would have been delivered under similar terms, citing crimes from Belgium and Luxembourg to the submarine war and asserting moral responsibility rests with him as the supreme chief. The note says Holland must aid in prosecuting or not impede punishment. It emphasizes the powers must ensure Article 227 is enforced without debate about his death.
