Black diphtheria has become an epidemic in Bia Springs Nebraska with many deaths. All schools are closed and surrounding counties including Julesburg Colorado have quarantined the county to contain the outbreak.

George Godfrey defeated Billy Woods of Denver by decision in a bout in Batmore after Woods landed three successive fouls in the ninth round. Godfrey dominated from the start with steady lefts and rights. His win disappointed Woods’ supporters who felt his effort was weak and out of condition.
In Kansas City on November 13 a planned fight between Paddy Purtell and the Australian Jack Hall near here failed to occur as no prize money existed, leaving the event with a tiny crowd and the fighters refusing to battle.
Bay State Trust company of Boston has begun foreclosure in U S court against the Oregon Railway Extension company and affiliates. The action involves more than $24,000,000 with principal defendant the Oregon Railway Extension and names including the Oregon Railway and Navigation company and Union Pacific receivers.

He authorized saloons to run Sunday reversing a prior closure, while civic federation member A E Dixon filed the oath violation warrant. Faude serves as council president and became acting mayor after McClintock left for Canada.
Tower Minn November 13 The machinists at the Minnesota Iron company have walked out seeking a 25 cent per day raise. Wages ranged from 1.50 to 2.25 daily. Blacksmiths recently won a similar increase, and with labor shortages across iron districts, the men are expected to gain the raise. Other skilled workers plan to seek increases next.
The Winona and St Peter Land Company must pay Minnesota taxes on lands claimed exempt since 1881. Justice Brewer rejects that D N Barney and others lacked notice of the 1881 act. The state will collect upwards of 50,000 dollars or seize lands in Brown and Redwood counties if unpaid.
Madison Wis Nov 13 The proposed reapportionment of Wisconsin into senate and assembly districts per the census of 1895 has been completed by Secretary Turner of the legislative committee and will be presented at the committee meeting on Nov 25. Milwaukee is excluded due to pending ward boundary ordinances awaiting action by its common council delaying apportionment there.
Receiver H R R Lyon of the North Dakota Milling association says he will apply to Judge Thomas in Granda Forks on Tuesday November 19 for bonds totaling 50000. The funds will buy wheat at Mandan and Bismarck to keep the two mills in constant operation.
A. L. Ellis of Gettysburg is at Pierre asking the supreme court to appoint a receiver for the Forest City Land and Improvement company which owns 1200 acres in Potter and Sully counties and holds a controlling stake in the Forest City and Sioux City railroad running between Forest City and Gettysburg.
London reports a cabinet council to declare war on Ashanti. Woolwich orders stores sent to Accra. Havana dispatch says Captain General Martinez de Campos will personally direct operations against rebel Maximo Gomez in Santa Clara province.
World dispatch from Kingston Jamaica reports British Guiana advice that Maxim guns have begun moving toward the Venezuelan frontier.

The Times notes Christians may be at risk in Asiatic provinces, while palace faction leaders resist anti Christian moves yet Muslim constitutionalists seek broader governance with Armenian allies hinting at a coalition if conditions permit.

DuLurH Minn Nov 12 Mayor Lewis of this city received a telegram from Detroit Mayor Pingree inviting participation in a movement to abrogate the treaty with Great Britain that blocks war vessel construction at Great Lakes ports. Lewis favors the move and will attend.
Police in St. Jonas Newfoundland say preparations are underway to arrest all persons connected with the ship scuttling frauds. A list in police possession names business men middlemen captains and seamen believed at the root of the scheme.
