Duluth, Dec. 28. Frank Hibbing has taken possession of the Duluth Gas and Water company office as receiver. Appointed by Judge Lochren in a suit by Central Trust Company of New York to foreclose bonds said to have six months' interest in default. Trust company holds $1,513,000.
