Railroads Back of Toll Repeal at Mohonk Conference
Emory R. Johnson of the University of Pennsylvania urged at Mohonk that toll exemption for coastwise ships should be settled by arbitration or repeal. He warned that retaining tolls could burden taxpayers and argued tolls must be borne by canal users, with revenues showing a long term shortfall if exemptions prevail.
