The Comptroller of the Currency orders national banks to submit statements of their condition as of December 3. The move aims to reassure the public by showing ample cash reserves and to hasten restoration of depositor confidence and currency payments.
Secretary William H. Taft met with the Russian Emperor in St Petersburg and received a frank expression of sympathy toward the United States. The Emperor requested Taft convey messages of regard to President Roosevelt.
Pittsburg December 4 W J Bryan arrives and says he has not read Roosevelt's message in full but backs the postal savings banks and guaranteed banks proposals. He credits the president for a novel idea to appropriate campaign funds by the government and hopes for passage. Bryan says his views align with several other major points in the message.
Delegates from many states gather in Washington for a three day convention to discuss improvements in national rivers and harbors. Speakers include Ambassadors Juss and Von Sternburg, numerous U S senators and representatives, and governors and mayors.
Stockholm dispatch reports King Oscar abdicated government duties to Crown Prince Gustave due to health concerns. Gustave was formally appointed regent, with the nation awaiting further guidance as the royal health status remains the central issue.
The body of AH Upham a well driller of Salem was taken to Parkersburg for funeral and burial after dying Tuesday night at 7 o clock near hospital of pneumonia. He was 30 years old, single, survived by sister Mrs Sharp of Salem and brother David Upham a prominent oil man of Parkersburg.
A woman tossed a bomb at General Guerschelmann while he rode in a Moscow carriage. The horses were killed and the coachman injured. The governor general escaped unharmed but the assailant was badly injured by her own device.
Three Black railroad workers died and about twenty people were injured when a rear end collision of Baltimore and Ohio local passenger trains occurred at Hanover Maryland near Baltimore. Some injured were in serious condition and feared to die.
The recall of Ambassador Aoki follows his own wish to resign and is viewed as a foregone conclusion that he will not return to Washington. A high official stressed the move is not a reflection on his conduct and notes a broader change at Washington has long been anticipated. The action does not alter Japan’s friendly stance on the immigration question.
A group of women met in the Empire Building to organize a Benefit Bazaar to raise funds for a modern ambulance for St Marys Hospital. The event is set for December 21 with proceeds aiding hospital needs. A follow up meeting is scheduled for next Tuesday at 4 PM with Dennite plans and committee lists to be announced.
The Ladies Aid Society of the Lutheran Church will hold a two day sale next Wednesday and Thursday December 11 and 12. The sale offers a large assortment of Mexican drawn work aprons and other fancy articles. The sale will be in the building recently vacated by the Watts Lambert Company.

Vera Parsons was arrested Tuesday night by a policeman on a charge sworn by David W. Siler of Phillipsburg. The complaint alleged the theft of a watch valued at 11.25 at the Walker House. Parsons appeared before Magistrate Gordon, but the complainant failed to provide evidence, and Parsons was released.
In Georgetown Kentucky on December 4 the Caleb Powers trial paused for a visit to Frankfort to view sources related to the assassination. Judge Morris, the jury, the prisoner and attorneys returned for an afternoon session with Noakes cross examination resuming.

Edrich again faces felonious shooting charges for alleged aim at Seymour Carson near the Park hotel in Tin Plate last Sunday. A warrant was issued Tuesday by Magistrate Gordon after Constable Shrader's information. The hearing is postponed ten days as Carson remains hospitalized.

At a Tuesday meeting the Knight of the Maccabees elected Elmore Rector of Meadowhook and H. T. Fultz of Dodge Court to membership. Six months are assigned for several officers including Commander-Guy Burnside and Commander-Dr J. B. Payne among others.

Judge Charles W. Lynch issued a mandatory injunction Wednesday in the case of Frank Mezzo versus Constable Charles Bord and others. The order directs the constable to return to Mezzo the goods seized under execution on a judgment in favor of J. E. Doman for Armstrong Crisp Day & Co. The constable complied, returning the goods as ordered.

Dr Nelson Peck returned Tuesday evening from Youngstown Ohio accompanied by Mrs Sarah Reed who was taken ill while visiting relatives there She had an attack of pneumonia followed by complications of weakness and suffering.
