At the first 1938 Mummers Parade committee meeting of the Alsatia Club plans were laid for a Halloween event in Hagerstown. Sub committees were appointed, budgets set, and inquiries poured in as many organizations planned to enter floats and entries from out of town were noted. The committee stressed no political party or candidate advertising floats would be allowed and aimed to make this the largest and best parade yet with an executive meeting next Wednesday to announce prize lists.
