Tokyo October 17 Emperor Hirohito granted amnesty to nearly one million Japanese in a unity plea to meet a coming constitutional change. The rescript pardons 320000, reduces 37000 sentences and restores civil rights to 600000, with rights restored for those whose offenses occurred before September 2 1945.
The U S Chamber of Commerce urges Congress to approve a flat 20 to 25 percent income tax cut in the new bill. Ellsworth C Alvord asks repeal of the corporate excess profits tax and lower corporate surtax while Senate leaders debate tax relief limits.
Major General Russell P. Hartle of Hagerstown was among senior officials chosen to be Knight Commander of the Court of Honor by the Supreme Council of the Scottish Rite Southern Jurisdiction in Washington. The 33rd degree recipients include Generals Douglas MacArthur Henry Arnold and Secretary of Agriculture Clinton P. Anderson along with Admiral Mitscher Vice Admiral Gatch Captain Stassen Brigadier General Hines Major General Marietta. All had prior 32nd degree status.
Richard Smith reported tire theft from his car on the Market House lot in the 100 block of South Potomac Street this morning. Police are investigating the theft.
An 18 year old Hancock Junior High pupil killed what local observers say is the largest rattlesnake seen in years along a mountain road from Sideling Hill. Calvin Trail, son of Stanley Trail, reported the snake as it lay ready to strike, and he dispatched it with a stone. The snake measured 45 inches, had 18 rattles and a button. Old timers recall no such large specimen in Hancock.

Albert Lea Minnesota October 17 Ralph Booen 60 tested a new gas system to exterminate rats in his basement. Fire department rescue squad revived him and said the device was functioning perfectly.
Chinese Foreign Minister Wang Shih-chieh said Moscow informed Beijing that Soviet troops have begun retreating from Manchuria and will complete it by the end of November. He added Chinese forces in northern Indochina would withdraw in the near future.
Washington October 17 The War Labor Board will stop issuing dispute orders next Monday as President Truman may back a new wage policy commission. Hints persist the policy will stay near the current hold-the-line approach amid a soft coal strike spreading through bituminous fields. A spokesman for the bituminous Operators said they were nearly united on a new proposal.
Sealed proposals for the Potomac Sandy Hook bridge superstructure and 0.652 miles of concrete highway to the Washington county approach are solicited by the State Roads Commission. Bids due in Baltimore by noon November 6. Contracts cover steel I beam spans deck truss spans concrete deck and railings. U S Employment Service Hagerstown to supply labor.
William Preston Lane Jr., Hagerstown publisher and former Maryland attorney general, addressed the Baltimore Advertising Club on postwar reconversion. He urged dedication to correcting past errors and aligning with the Declaration of Independence and Constitution, saying leadership and public participation are essential. Lane expressed readiness to undertake this duty for future generations.
A military bus crash around midnight at the Hamilton boulevard and Northern avenue intersection injured about thirty of its forty occupants. The bus carried WACs and Camp Ritchie soldiers home from a Masonic Temple party, with several seriously hurt and transported to Washington County Hospital. The driver misjudged the turn, causing a high speed crash into a telephone pole and a rollover. most victims were Camp Ritchie personnel.
Washington Oct 17 The House Appropriations Committee released testimony from US Surgeon General Thomas Parran detailing penicillin costs for treating sexually transmitted infections. About $20 per patient for syphilis and about $2 for gonorrhea. Parran expressed hope that penicillin and new treatments could make both diseases rather rare.
In Washington county 145 conscientious objectors in four Civilian Public Service camps face selective service releases. The lone eligible man, at Boonsboro camp, is set for discharge by January 1. Objectors aged 38 or older will be freed within 60 days, and those 35 or older with more than two years of service by January.
Johnny Rogers a leading dare devil at Ward Beam's Congress of Dare devils show at the local Fair last month was reported seriously hurt in Charlotte North Carolina Monday night after a stunt went wrong during a long ramp jump. His car failed to clear the jump and the incident was broadcast on local radio.
Kansas City soldier in Germany finally gets his German made motor home after three parcel post shipments. The third package arrived from T-5 Irvin Hammonds to his former employer Earl Harding, who assembled the unit and keeps it for Hammonds who earned the purple heart and bronze star with an armored unit.

Washington October 17 Senate foreign relations committee unanimously approved President Truman's nomination of Spruille Braden as assistant secretary of state.
President Truman will address Congress next Tuesday with a message on peacetime universal military training. He backs a plan aligned with General Marshall and signals a major postwar military policy push amid Army Navy debates and demobilization pressures.
A cigar manufacturing firm seeks to locate a plant in Hagerstown employing at least 150 women. The Chamber of Commerce notes a labor survey shows several hundred women available. U. S. Employment office manager D. Paul Shilling says a couple hundred unskilled and semi skilled female workers could be furnished now. Several cigar firms operated in Hagerstown years ago.
Fifty members of the State Field Archery Association, men and women, gathered near Agatepoint on Bainbridge Island to practice deer hunting reserved for archers. President Glenn S. Charles noted men placed women at vantage points but the women struggled to hit the deer, and expressed mixed views about their role.
In Washington County 358 residents qualify for state funded indigent medical care. $14,800 was allocated to the county for physician home visits emergency care and dentist services under the program. Certificates have been issued since October and doctors dentists and pharmacists will be notified of covered services. Bills for approved care will be sent to the County Board of Health then to the State Controller for payment.
New York, Oct 17. The coal strike has seriously slowed reconversion to civilian production. Iron Age estimates the steel industry lost over 300,000 tons of ingots this week due to shutdowns. If trends continue, total weekly steel loss could reach about 393,000 tons. Finished steel production dropped by about 145,000 tons last week, with similar declines expected this week and next.
In Charleston West Virginia on October 17 the Unemployment Compensation Board of Review ruled 2-1 that rank and file United Mine Workers miners at C H Meade Coal three Raleigh county mines were participating financing and directly interested in a foremen strike from March 30 to April 17 1944 and thus not eligible for jobless benefits reversing a prior examiner decision.

George W. Carroll has been honorably discharged from Naval service at Bainbridge Maryland after 20 months of service. He last served aboard the SS Belle of the West. His wife Mrs Lillian M R Carroll lives at 141 West Franklin Street.

John L. Lewis called off the soft coal strikes effective Monday, saying actions will resume later. The walkouts pushed idle workers above 450,000, with about half tied to coal, as 216,000 miners across six states faced idleness and fuel shortages hit steel mills and other industries. Other labor disputes included New York longshoremen, Hollywood studio battles, and 61,000 AFL lumber workers in the Pacific Northwest.
John L. Sullivan, proprietor of the cafeteria at Raney's Bowling Coliseum, told police he surprised a burglar at 3:15 this morning, fired once as the intruder fled into the rear alley toward Prospect Street. Police note the coliseum is frequently entered by thieves, claimed to be robbed dozens of times yearly.
Master Sergeant James F. Leckrone of 710 Chestnut Street was honorably discharged from the Army at Fort Meade Maryland Separation Center. He entered August 15, 1942 and served seven months overseas with the ATC in India as crew chief on a C-57 aircraft. He earned the Air Medal Distinguished Flying Cross Bronze Star and Good Conduct. He is described as a civilian automobile and airplane mechanic.
Jim Lines, St Peter High School football coach, faces name mixups but is never late. His wife Sines and four children live in an unused classroom of the school as an emergency home until a permanent housing is ready, after earlier quarters in the auditorium stage proved too cold and drafty.
