Secretary of Defense McLayee notes the Soviet Union is deploying an antimissile system. The United States weighs whether to establish one, with tests of a long range system potentially triggering massive ranges and costs.
Washington officials reiterated the Selective Service opposition to a draft lottery. Deputy director Daniel Omer said Congress intended selection of draftees to be by judgment rather than chance. Omer spoke at a national conference on the draft, noting Secretary McNamara’s push to fix deficiencies in the present procedure.
Electricians continued their strike against West Coast shipyards in San Francisco Seattle and Portland despite a Federal Mediation Service warning that the work stoppage poses a potential danger to national defense. In a separate note, Westinghouse Electric plant contracts near expiry threaten a wider strike as 21,152 IBEW members face a contract deadline with Baltimore Aerospace Division.
In Rome a court convicted Baroness Ad. fera Framchett, former wife of American actor Henry Fonda, of attempting to smuggle marijuana into Italy. She received an eight month suspended sentence and was freed. The baroness' friend, Italian painter Maria Schifana, also got the same suspended sentence and both were fined 80,000 lire each.
Vienna report notes Austrian wig exports to the United States are entangled in East West politics. A Salzburg firm, exporting the majority of Austria’s wigs, says its product uses Italian and Indian hair and is manufactured in West Germany and Italy. The U S import rule requires a government certificate confirming no Chinese or Vietnamese hair.

Lawhead 71 formerly of Hagerstown died in Clearfield Pennsylvania. Funeral and burial in Clearfield.

Gains appeared in steels, utilities, chemicals, and rails with Bethlehem Steel up about half a point and U S Steel also higher, while major blocks like Jersey Standard and Douglas Aircraft posted small moves.

B52s bomb Viet Cong camps as ground forces advance into the Tay Ninh Chuong Thien region and Saigon reports heavy fighting and casualties. Premier Ky sees two more cabinet ministers resign, bringing resignations to four amid civilian and North Vietnamese tensions.
Trial Magistrate John B. Wol collected collateral forfeitures and sentenced two Hagerstown men Thursday for habitual drunkenness. The case set a new unofficial record in quick jail terms as they were convicted in one day.
A slate of sentences was handed down in Washington County as several individuals including Pem Adkins, William Woodrow Martz, A. F. MacDonald, John William Remsburg, Marlz, and George Edward Jones faced charges of drunkenness with varied penalties from fines to jail terms.
