A conference committee agreed on a general pay increase for low ranking armed service members to a $42 monthly minimum, dropping the $50 figure. House and Senate lines differ on war bond or life insurance options, with broad agreements on officer pay rises and allowances.
Five drivers were assessed fines in city court this morning. Oliver K. Rush and Thomas D. Perry paid 6.45 dollars each for rushing past a boulevard stop sign. Merle Foltz and F. J. Brimmer were fined 6.45 dollars for speeding. Jackie Coogan Fyock paid 6.45 dollars for passing another car on a hill.
Flood watch continues as Potomac River climbs from Williamsport toward an expected peak near 18 feet. At Hagerstown pumping station the level stood at 15.6 feet and rising six inches hourly while earlier heavy rains eased in Washington County. Spring thaws push river levels high, with historical peaks noted in 1936 at 52 feet. Blowing from reservoirs above Edgemont began easing as streams receded.
The Colonial Park Sales Corp in this city received articles of incorporation from the State Tax Commission yesterday. It is authorized to deal in real estate and to issue 2,500 shares of capital stock at $10 par value. Incorporators are Luther S. Spangler, John H. Spangler and Dorothy V. Lear.
Tokyo reports two Dutch police sergeants at Soerabaja Java were condemned to death by a court martial on charges of disseminating unfounded rumors against Japan. The verdict was announced by a Domei dispatch.
Joseph Damico, 45, of Brooklyn, N Y, accused of stealing unset diamonds valued at 134000 dollars from a St. Petersburg jewelry store, held on 15000 dollars bond in Central Police station. He pleaded innocent to burglary before Magistrate Elmer Hammer. extradition to Florida discussed. Capt Siers said federal agents arrested Damico yesterday on a Florida warrant.
Washington May 23 The administration moves to block World War pension bills passed by the House and nearing Senate approval. Veterans Administrator Hines seeks early talks with Senate leaders to defer action due to other demands. The measures would cost up to 30 million dollars the first year and cover widows children and dependent parents while raising disabled veteran pensions from 30 to 40 dollars monthly.
Richard H. Sweeney, Director of Civilian Defense, said a Sunday night blackout is tentatively planned for June 7. Local chiefs, wardens, and police from Hagerstown and county towns will meet May 27 to finalize timing and duration and to coordinate Civilian Defense Corps efforts county-wide.
Milton E. Myers reported a Chrysler sedan stolen from a rear lot at 233 Summit avenue after leaving the keys in the car. The thief drove away with the vehicle. Mike Luiperspeck faced a magistrate for driving without an operator's card and was acquitted of failing to yield right of way in an earlier Pangborn Boulevard accident. Deputy Sheriff Stangle made the arrest.
Herbert Howell aged 32 was taken into custody yesterday by Deputies Jangle and Horn on a farm near Downsville and turned over to Berkeley County authorities. Howell, a farm hand, was wanted in West Virginia for some weeks on rape charges.
Seventeen Frederick County residents were summoned as witnesses in the trial of LeRoy Carroll charged with raping his 11 year old niece. The case, removed to this county, will be heard in circuit court next Thursday, May 28, with Edwin E. Nikirk assigned to Carroll and D Kenneth McLaughlin assisting. A second rape case from Montgomery County is slated for trial the first week in June.
In Washington on May 23 the OPA cut Maryland June tire and tube quotas for passenger cars below May levels. Maryland will receive 654 new tires 9 080 recaps and 4 834 tubes for qualified car owners next month a drop from May. Trucks buses and farm vehicles get 3 148 new tires up 22. recaps 4 658 down 347 and tubes 3 928 down 392.
Six persons were reported missing and believed drowned after flash floods swept eastern Pennsylvania. A six foot wall of water burst through the Seeleyville dam near Honesdale, sweeping streets and toppling houses. Two additional deaths occurred nearby from heart conditions triggered by flood damage.
Crowds waited outside the Rationing Board this morning to review gasoline ration cards or apply for tires tubes autos and sugar for canning. Certificates for obsolete passenger tires were granted this week to listed individuals and organizations including the U S Bureau of Animal Husbandry and several local residents. New auto and truck tires and tubes were also granted to several names.
A March 10 U S Pacific Fleet strike near Salamaua and Lae crippled or sunk at least 10 Japanese ships including two cruisers and five transports. One destroyer and an auxiliary vessel were lost, seaplane destroyed, and many small craft damaged as Japanese naval losses mounted.
A conference of Selective Service Board members appeal agents and clerks will be held in Cumberland on Wednesday night May 27 to discuss dependency and classification. The Alleghany boards plan a policy shift for the 3-A group as pending legislation and the joint pay dependency measure are awaited in Congress. Local boards report no holiday on May 30 for staff with unauthorized absences unpaid.
A Havana radio message claimed a German submarine commander near the Havana waterfront promised Cubans a surprise. The broadcaster spoke in Spanish, denouncing Allied blockades and U S holidays on Cuban beaches, and warned that submarines would respond. The station cut off after the threat.
Berlin reports that the Laval government at Vichy ordered all Jews in France to wear a yellow Star of David based on race. Jews would surrender a ration card ticket to obtain the star.
British sources questioned Berlin's report of a French naval force moving in the Mediterranean. They called it likely a continuation of efforts to strain British French fleet relations. They noted any sighting by a British destroyer would likely go unnoticed in Algeciras.
London May 23 Vast squadrons of the RAF swept to the offensive across the English channel in daylight after a night attack on the Nazi submarine west at St Nazaire. Observers at Folkestone saw vapor trails high in the sky as fighters resisted. Air Ministry announced the night raids including mine-laying and said all raiders returned safely.
In Vichy on May 23 the German commander of Greater Paris announced the execution of ten hostages as reprisal for a May 19 attack on a German soldier. The notice, signed by the German commander, said ten more would be shot if the attackers are not found within eight days, with additional associates sent to a labor camp.
Washington county farmers have not widely used Food-For-Freedom loans from the Farm Security Administration. County supervisor Lewis Schnebles said only 12 farmers have received loans, aimed at boosting self sufficiency during the war for low income growers and defense workers. Continued on Page 10.

A DNB dispatch notes a powerful French naval group, including a battleship, two cruisers, and six destroyers, roaming the western Mediterranean near Toulon. The Kharkov battle yields conflicting Russian claims and escalating German casualties.
The street department salvaged 200 tons of scrap steel from trolley rails on South Potomac street. Street Superintendent Charles W. Stump said all rails were sent to foundries where scrap is in high demand. Proceeds covered removal costs and aided street repairs, with extra funds for pavement work. About 150 tons remain in Public Square and on parts of South and North Potomac streets due to asphalt curb.
Dr J Stuart Staley a Marion surgeon and hospital owner was fined 250 for malicious destruction of property after smashing 500 bottles of liquor worth about 752 at a state liquor store opened amid protests by local ministers and bootlegging concerns. He told the judge I plead guilty to calmly destroying the liquor store. The incident followed the store opening by the Virginia Alcoholic Beverage Control Board in Marion after 70 years without legal liquor.
