A new law sets maximum jail terms for non payment of fines and costs in circuit and magistrate courts. Effective June 1, sentences cannot exceed 30 days for fines up to $100, 60 days for $100 to $500, and 90 days for fines above $500. The act aims to reduce county boarding costs. it does not apply to alimony contempt cases without fines.
In Baltimore on May 22 four operators from Frederick and Garrett counties and one firm were fined under the National Motor Carrier act. Judge W. Calvin Chesnut imposed penalties totaling about 1,000 dollars after guilty pleas to multiple informations alleging violations of hauling restrictions. Earl H Cilne of Frederick, operator of about 19 trucks, was fined 3509 plus costs. Milton H. Henry J. and Robert F. Pritts of Pritts Brothers, all of Kitzmiller, pleaded guilty to two informations and were fined 125 dollars plus costs on each.
At yesterday's Retailers' Bureau meeting of the Chamber of Commerce, Lear Quickle Woolworth's manager John Lacy Thom McAn manager and A Jay Schaff Herald-Mail ad department were honored. Quickle and Lacy will soon join the Army while Schaff heads to the Navy. Ross Copley presided and Herman L Mills, Chamber president, delivered the principal address wishing the honorees good luck. Washington May 22 Charles E Wilson of the War Production Board outlined an accelerated aircraft program. He said monthly bomber production could reach more than 1,000 four engine bombers within a year. April output topped 500 heavy bombers, four times April 1942. He noted schedules to next April imply eightfold growth from 1942, excluding the new super bombers.
May 22 in Baltimore Chair man W Frank Roberts announces the new State Executive Committee on Civilian Defense will exercise none of its emergency powers unless an actual emergency arises. The group will be a passive defense body, acting only when duties of other agencies do not cover a case, focusing on the state's economic well being in relation to the war effort.
Raymond D. Baker of Beaver Creek was charged with operating while under the influence after his car left the Smithsburg Ringgold road and hit J Richard Cline’s garden. Deputy Lesster Tsanogle said Baker will have a hearing next Tuesday before Magistrate E G Miller. No injuries were reported in a separate crash on the Middleburg pike when Charles F Blickenstaff’s car struck the rear of a northbound truck driven by Kenneth C Smith after the truck stopped signaling a left turn.
Moscow on May 22 Premier Joseph Stalin listened to Roosevelt’s letter read by a translator then held a two hour talks with former Ambassador Joseph E Davies who delivered the letter in the Kremlin. Davies said Stalin appeared calm and smiled while receiving the confidential dispatch. Admiral William H Standley accompanied Davies and said he expected further meetings.

The 20th Century Fox drama Chetniks The Fighting Guerrillas debuts Sunday at Henry’s Theatre. The film features the Chetnik Fighting Song sung by Philip Dorn with John Shepperd and Frank Lackteen, and later by Anna Sten and Virginia Gilmore. Jugoslav officials in Washington say the Serbian lyrics strike terror in Axis hearts. About five million pounds of dynamite are used annually for agricultural purposes.
