The Senate committee favors a seven percent reduction in Navy pay and subsistence budgets from 1.344 billion and a similar cut in the 209 million Marine Corps request. If enacted, average enlisted strength would fall to about 425,900 Navy and 90,000 Marine Corps, with roughly 39,000 and 6,300 fewer sailors and Marines, plus 3,200 Navy and 525 Marine officers.
