Harlan Crouch a 43 year old bootlegger is named by James Jacobs in a confession as the gunman who killed Federal Revenue Agent John R. Foster. Jacobs said the pair were trying to move 204 gallons of alcohol from Chicago Heights to Indianapolis and were pursued near St. John Indiana when Crouch fired four shots from a rifle. Foster was killed while his colleague Guy Goodin survived.
