FTC rules require stock of sale items at time of ads

The Federal Trade Commission ruled that grocery stores must stock items they advertise at the advertised price to meet reasonable demand. Rain checks do not satisfy the rule, and the prohibition against disclaimers will extend to department drug and hardware stores. Violations may incur civil penalties. The ruling stems from a 1967 study of 137 stores across 10 chains in San Francisco and Washington showing 11 percent of advertised items were unavailable in most stores.
