Detroit approves 2 million dollars in short term notes to cover potential strike contingencies though no emergency has yet arisen and welfare benefits may aid needy workers.

As the Four Power talks loom, West Berliners fear hunger may end soon. Trains and trucks move toward the city while East German rail workers receive wage gains in West marks. Soviet power supply to West Berlin is to be resumed ending blackout conditions.
The Western and Soviet zones report progress restoring services disrupted by blockades. West German business men may operate in the eastern part with inter-zonal passes and ID letters, no advance Soviet permission required. Soviet canal locks ready for barges from the west without friction. Taegliche Rundschau calls the easing a contribution to peace.
Hagerstown Police Commissioner M E Ellinger announced a two man crusade against speeding with Patrolman Christian B Bible and Patrolman Donald Smith patrolling day and night. Since the start of the month motorists have been arrested or reprimanded for speeding including a teen nabbed for over thirty miles per hour and a driver cited in a school zone.
A list of motorists cited for speeds over 30 miles per hour includes Harold R. Stevens of first block Bouth Mulberry street. Woodrow W. Stottlemyer of Hagerstown route two. Clifford Kriner of Marion Pa. Charles F. Eichelberger of Williamsport route two. Floyd L. Short of Hagerstown route two.
