Henderson did not run and backs George W Legge an attorney. Dr Koon who served 20 years was defeated and Legge led the strenuous campaign after nominations earlier this month. Four councilmen are chosen from eight candidates. Cumberland has a nonpartisan government with nominations by total votes in the primary. Two nominees are chosen for each office.
