The lend-lease program reaches its three year mark with 24 cents of every dollar of U S war expenditures delivering more than 220 billion dollars in aid to Allied nations. UK receives about 42 percent, Russia 27 percent, while reverse lend-lease supplies from Britain and others bolster allied fronts in Europe Asia and Africa.
Roosevelt approves a joint Army Navy policy allowing general officers to run for elective office but bars campaigning. MacArthur could run if no active campaigning occurs while on reserve. Stassen can announce while on active duty but must be released if elected.
Baltimore war plants will be ordered to lay off first any men eligible for military service, state selective service headquarters announced today. Col. H. C. Stanwood said the measure follows a New York ruling and aims to provide eligible men for the armed services, overriding union seniority rules.
Three veterans are named to gain employment, with seniority status and pay. If any private employer fails to rehire, the veterans may appeal to the U S District Court. About 208 veterans have returned to Hagerstown and Washington County after honorable discharge.

In Washington Court House Ohio a 60-year-old hog breeder J W Collett was found guilty of murdering his brother in law Elmer McCoy 59 his wife 64 and their daughter Mildred 22 a school teacher on Thanksgiving Eve. The jury of nine men and three women sentenced to death by electric chair after a two week trial the state asserting Collett killed for the farm estate worth 85000 and quoting Collett as confessing.
Two Washington county bills failed of passage in the recent special session of the State Legislature. One would allow Hagerstown to buy land for municipal use and the other would let Smithsburg accept a library building as a gift. The measures were sent to committees and not added to the main agenda. Officials were not greatly troubled, as action was sought in postwar construction plans. Governor O Conor may call another session if hostilities cease before the next regular session. Mayor Richard Sweeney commented on Hagerstown’s tentative plans.
The Smithsburg measure is expected to pass at the regular 1945 session with no opposition, paving the way for acquisition of real estate to support postwar plans.
