Congress refrained from declaring war in Vietnam as Sen. Mansfield and others maneuvered to shape policy. The Senate narrowly debated but ultimately advanced funding while avoiding a formal war declaration, amid calls for negotiations and limits on U.S. actions.
U S Navy reports three ships attacked a Communist 57 mm battery north of Dong Hoi. Canberra and two heavy cruisers sustained minor damage but reported no American casualties. Vietnam War military actions and legal authority debates are summarized.
U.S. officials say the uniform code of military justice will not apply to Vietnamese civilians in Vietnam. Dispute exists between State and Defense Departments over coverage and a Pentagon review is to publish policy. Officials note South Vietnam retains jurisdiction over crimes within its borders.

The stock market resumes its rally in active trading with gainers outnumbering decliners about 2 to 1. Two men were injured in a two car crash on Route 32 north near Hagerstown Airport. Lewis Scheeler 19 of Hagerstown and Charles Potts 67 of State Line were treated and released at Washington County Hospital. Scheeler was briefly pinned. charges cited for failing to stay right of center against Charles Mades. The crash involved Scheeler’s southbound car and a vehicle driven by Mrs Barbara Hite of Hancock. Funeral services for Mrs Irene Hite were set for Thursday afternoon. she had died Sunday at University Hospital Baltimore. Burial planned at Sunset Memorial Park Cumberland.
