Soviet space effort reports Venus 3 reached Venus and sent back signals before going silent likely a crash as Venus 2 passed nearby for data while Cosmos 111 launched with two dogs aboard. Tass noted Venus 2 passed within about 14900 miles of Venus during the mission.
County Treasurer Hugh K Troxell estimated 250 auto license tags were sold at the Courthouse today as the first sale began. The mid morning crowd stretched the corridor in the Courthouse Annex and delay ran about three quarters of an hour. Troxell said it was a lot of work but expected. Hundreds more were reported at Delphey's in days prior where tags are sold commercially. Chester Delphey noted no wait at the E Franklin Street office.
President Johnson proposed a cradle to old age health and education program to feed poor children and meet elderly hospital needs. Robert F. Allen of Tucson and a 65 year old Philadelphia man with osteogenic sarcoma agreed to undergo a pioneering procedure at Roswell Park Memorial Institute. Tissue from each man would be transplanted into the other's thigh to attempt survival beyond the prognosis of two to six months for Allen. The operation follows a similar but experimental transplant two years ago and carries no guaranteed success.
State Senator George Snyder proposes a bill to expand the Washington County Board of Education from six to seven members, shorten terms to four years, and keep gubernatorial appointment power. The plan aims for regional representation, female seat, and at least one member from a party other than the governor's, while Hoffman and Spence push district-based seats.
The County Commissioners authorize a new emergency phone hookup costing about 169 to 269 dollars monthly, shifting 10 trunk lines to a Civil Defense emergency operating switchboard linking the Courthouse offices, Sanitary Commission, Sheriff, Roads, State and City police, and enabling direct agency calls. They also added 17 miles from Pectonville Rt to Park Head Level, named Amber Drive in Halfway, and renamed Old Sandy Henk Rd to Vale Hey Tedhecmtte amid resident confusion with Sandy Hook Rd.
Thirty Republican House members called for an immediate investigation of the draft, accusing the system of being haphazard and bogged in red tape. They urged scrutiny of Defense Department and administration efforts, saying the draft is inequitable and inefficient and warning of a potential Napoleonic shift in policy.
