State Bar Seeks End to Party Primaries for Judges

The Maryland State Bar Assn urged a constitutional amendment to abolish party primaries for judicial candidates. A 63rd annual convention vote backed a plan to have nominees chosen by a seven member commission including lawyers and lay members, with the governor appointing the panel and the chief judge serving ex officio. The plan requires candidates to gain 10 percent of lawyers and 1 percent of registered voters in their area before running.
