An American medium freighter was sunk in three minutes after two torpedoes fired by an enemy submarine struck off the coast on June 15. Navy reports say 8 to 8 lives lost with 81 rescued, including 23 soldiers. Capt. Arthur E. Buck provided a graphic account, noting the ship sank rapidly and lifeboats could not be launched.

British bombers struck the German naval base of Emden for the third time in four days, with six planes missing from the operation. The Air Ministry said all explosives were dropped in under an hour as clear weather aided targeting. Berlin broadcasts later reported some civilian losses and multiple buildings hit, with four attackers shot down.

The Municipal Electric Light plant improvements including two new boilers will be finished in about six weeks. Superintendent R R Daniels says 95 percent of materials are on hand and the remaining five percent will arrive soon. Capacity will rise from 6000 to 13000 K W with five boilers in operation and ample reserve for outages. The delay was due to high demand for fabricated piping used in shipbuilding, not priorities. The city plant will be among the country’s most modern with strong backup for generators and boilers.

Maryland will hold a dusk to dawn partial blackout on July 15, announced by Col. Henry S. Barrett ARP chief. A secret half hour of total blackout will test civilian and defense worker travel impacts. Barrett warned hardships are likely as the nation faces a precarious position and wartime needs.

Through attorney Calvert K Hartle the petition argues his age advanced tuberculosis larynx diabetes and home care needs justify altering the term and staying execution while examinations are conducted.
Springfield June 23 Chief C C Williford says women will soon train to replace weather men in many bureaus as men depart for army and navy duty. One group is due soon for training.
The commissions of seven as special policemen for M. P. Moller Inc. were received today from Annapolis. They are Charles V. Cromer, Richard S. Murray, Guy C. Ridgely, Earl C. Shank, Howard R. Taylor, Charles C. Thomas, and Roy N. Wolfe.
Thomas E. Tom Cook of Frederick announced his candidacy for Maryland governor today, subject to the Democratic primary on September 8.

Isaac S. George executive director of the Maryland Council of Defense asked all defense councils in Maryland to appoint volunteers for an O P A campaign to post maximum price ceilings in retail stores. July was designated as coast of living posting day. Washington County will field 112 volunteers and Hagerstown 62. Each worker will visit ten dealers under the Washington County Office of Civilian Defense. Hagerstown’s compliance with the price regulation has been above average. Most dealers have posted prices, but control of rising prices remains crucial to win the war on the home front.
Thieves last night invaded Clifton Knodle's chicken coop on Rose Hill Avenue and carried off 83 three weeks old White Rock chicks. Knodle reported to police. he suspects an animal may be responsible rather than a human thief as authorities lean toward.
