Hart Seth Keefer 34 a local war plant welder was arrested by FBI agents on a warrant charging conspiring with pawn broker C Karl Martin to obtain a 4 F draft classification for 255 dollars He was questioned at Police Headquarters and taken to Washington County Jail Enoch Wright Fleck 38 of Clarys ville a filling station operator was charged in a complaint before U S Commissioner Wilbur V Wilson with conspiring with Martin to violate the Selective Service Act for the purpose of obtaining a 4 F classification for money Martin was already arrested June 2 by FBI and held on a 2500 bond for counselling a registrant to evade the draft by instructing him to take a drug sign and placed under Federal Grand Jury action in Baltimore
