At a secret meeting with the Water Board on Monday night, the Hagerstown Mayor and Council unanimously voted a 50 percent increase in water rates. The basic rate structure per 1 000 gallons increased in the city and outside city zones, with booster area adjustments. Sewer rates rise by 30 percent. 20 Mile Journey Home Turns Into Nightmare
