War Department explores Cuba tariff concessions
New York January 27 The Tribune reports the War Department will send a bill for reciprocal tariff concessions with Cuba to the House. The Ways and Means Committee heard compelling testimony on economic and political reasons for liberal Cuba tariffs. Colonel Tasker Bliss testified the United States could gain a practical monopoly of Cuban tide and trade, noting Cuba’s sugar crisis and bankers withholding credit as distress signs. Bliss proposed a 33 percent differential to win Cuba’s trade, with a staged plan to raise then adjust tariffs. He suggested Cubans might prefer a commercial union with the U.S. to annexation. Cuban delegates, including Senor Place and Senor Mendoza, urged relief tied to promised concessions under Platt amendment. Bliss cautioned his expertise was observational, hoping tariff changes favor U.S. trade even if Cuba’s revenue is preserved.
