The seventy seventh U S Congress opened amid debate over total defense and expanded aid to Britain. Leaders expect clashes over defense program progress and foreign policy, with bitter contention anticipated on British aid and administration strategy. Continued on Page 2.
In Stanton Michigan a 13 year old boy signed a statement admitting to killing Benjamin Perrien a 73 year old farmer at his home in Clear Lake. Perrien was shot in the back of the head with a shotgun after his dog found an empty shell. The body was found by Perrien’s wife Sylvia. The sheriff said the youth claimed Perrien was mean to him and the case was referred to juvenile court.
The Weather Bureau at the Wagerstown pumping station on the Potomac River recorded 45.03 inches of rain in 1940, about 5 inches above the 35 year average. Last year 39.52 inches. There were 131 clear days in 1940 compared with 212 in 1935 and a 35 year average of 112.
Weather Bureau reports cloudy tonight and Saturday with rain in central and eastern Maryland. Warmer conditions give way to cooler highs Saturday and Sunday with generally fair skies. Chesapeake Bay winds from northeast to north will stay moderate to fresh with overcast skies and rain tonight through Saturday, then clearing Sunday with colder conditions.
Light to moderate rain over southern areas Friday night with snow flurries interior New York and northern Pennsylvania Saturday and Sunday. Rain over south and rain or snow over north Tuesday or Wednesday. Colder conditions expected to end the week with slowly rising temperatures by Tuesday and average temperatures near normal.
Washington notes outline major items for the new Congress. London reports Britain seeks additional United States destroyers and cargo ships to replace losses and protect Atlantic routes. Lord Halifax to discuss wartime aid in Washington as RAF and Luftwaffe clash. Bremen and Emden targeted in overnight raids with incendiaries and explosives.
Twelve candidates for director withdraw from the Fair Board race leaving Charles Cushwa and Dr. Robert Snavely as director candidates while Hershey and Attorney Little contest the secretaryship. Incumbent nine directors and Cushwa and Snavely compete for ten director spots. Polls open 2 pm to 4 pm tomorrow at the association office.
Julia Scott Jones aged 72 of Bayer Delaware clubwoman fell to her death from a 15th floor window. Deputy Coroner said there is no question she jumped despite a specialist’s report she might regain eyesight. The incident occurred in Philadelphia on January 3.
Robert I. Palmer, park superintendent, reports 14 847 cars and 53 896 visitors at Washington Monument State Park on South Mountain in 1940. Maryland led with 10 757 cars and 40 384 visitors, followed by Pennsylvania, District of Columbia, West Virginia and Ohio in various counts.
Py-C Circus man Dode Fisk 81 dies no tears no mourning. His last show, a funeral designed as a celebration, featured a three piece orchestra and merry tunes. Nearly 300 attended as Rev Wad del read his sign above the coffin, and Fisk wished no sobbing but a party mood.
Mildred J. Shoemaker of 4417 North Prospect Street was hospitalized at Washington County Hospital after a fall down stairs this morning. Doctors report two fractured vertebrae and potential back injuries. she remains under treatment.
The BBC reported that Australian troops with tanks broke through a barrier at the Libyan base of Bardia just after dawn, with the assault supported by tanks. NBC heard the broadcast and said operations are continuing as the siege enters its third week.
The Caer Times reports a missing Navy seaplane bomber landed on a Santa Fe ranch near Edinburg. Pilot Lieutenant Murray Hanson and co pilot Ensign Robert B. Clark survived, while one of five parachuting crewmen, W Percich, was killed. Three others injured lightly.
U S Savings bonds sold through the local post office in 1940 totaled 237 806 25, up from 204 356 25 in 1939. January led with 71 262 50 and December followed at 31 546 25. Many buyers purchase bonds as Christmas gifts and monthly savers continue to invest.
The Admiralty credited the British submarine Thunderbolt with sinking an Italian submarine near enemy occupied territory. Thunderbolt, formerly Thetis, sunk June 1, 1939, with 99 men perished before being raised and renamed.

President Roosevelt announced he will appoint Harry L. Hopkins, former Commerce Secretary, as his personal representative to England until a new ambassador is chosen. Kennedy resignation remains pending Senate action and will not be formally accepted until the successor is approved.
City water report shows 1940 total consumption at 1.851 billion gallons, with 953 million from the Potomac and 908 million from Edgemont Cavetown reservoirs. Daily use topped 5 million gallons for the first time, driven by better business and railroad factory demand and population growth.
Police investigate two robberies in the city. The Atlantic Refining station near the Municipal Pool was robbed again, about $12 in stamps and merchandise taken, fourteenth looting in a year with entrance through a window. Abraham Brinton of Virginia Avenue was hospitalized yesterday at Washington County Hospital with chest injuries after a fall from a freight car on the N and W railroad. Union, a flagman with the railroad, also remained in hospital.
Clyde Hoge and Mark McNord filed with the city clerk to seek nomination in the Democratic primaries for the ward land mark race. The filings mark entries for forthcoming local elections as candidates move through the officially required process.
