City officials debated a pension plan for clerical workers and police and firemen under a proposed state law. An 18 year old escaped detainee from National Training School in Washington was arrested by Sheriff Joseph D. Baker after allegedly fueling a car at J. W. Stine filling station near Benevola without paying. The auto, tied to Isaac Potts of Baltimore, was reported stolen. Durbin was taken into custody about 30 minutes after the incident.
