The Senate, backed by Liberal members, voted to let federal funds be spent only at the request of local school officials. The measure, part of a compromise amendment, prefaced further debate on to outlaw busing and other desegregation policies.
A key vote aimed to limit federal court power to order busing for desegregation. The Manfield-Scott compromise failed narrowly, while the Griffin amendment drew strong Southern opposition. The package would restrict funding and court orders affecting busing, with higher court appeals remaining possible.
Mrs. Mika Hudson of Harrisburg clutches bemusedly as six of her seven children suffer mumps together. The seventh child, Paul, age seven, also has the illness, though milder in the report.

Bombs targeted Belfast shopping area injuring none while six people including two police officers and a soldier were hospitalized with minor injuries after a bicycle bomb exploded. In London police recovered firearms and seized an Irish suspect amid raids linked to the Aldershot bombing and IRA retaliation. seven people died in the later blast.
