Leahy Says No Plans For Allied War Pact In Naval Build Up

Washington February 5 The chief of naval operations told Congress the United States has no plans to join forces with any nation in a possible war. Admiral Leahy testified the 20 percent fleet increase aims to maintain the 5-5-3 ratio under treaty limits. He warned attackers could prevail without overwhelming superiority and denied a radical shift in policy toward arms reductions. The discussion touched on Japan and the navy’s readiness versus a fleet of equal size. He cited confidence in American ships and noted the 47 new warships and 22 auxiliaries would not mark a policy pivot toward peacetime armament growth. A brief ad followed about Father John’s Medicine for colds and health.
