Washington AP reports administration officials have not ruled out a tax increase by President Nixon after the November election. Treasury Secretary Connally and Budget Director Shultz told the Ways and Means Committee there are no current plans for a tax bill, though deficits prompt possible borrowing authority. They noted studies of a value added tax but no proposals, while Rep. Ullman said the administration seems to rely on deficits and a full employment budget.
