Democrats Agree On $2 A Gallon Whiskey Tax Plan
The House Ways and Means Committee reached a preliminary agreement on a whiskey tax, proposing a $2 per gallon levy and a tax plan that keeps states out of the federal levy. A two-tier tariff on imports was debated but left unresolved to let the current $5 per gallon duty stand for now. Treasury projections estimate $75 to $100 million in revenue from 15 to 20 million gallons in the first full post repeal year. The bill, to be introduced as a House resolution on January 3, will undergo an executive session for final figures.

Debt plan forecasts large revenue with varied activity
The plan could yield 294 million dollars at high 1934 consumption of 147 million gallons or 202 million dollars at low activity with 101 million gallons. Chairman Doughtin of the ways and means committee hopes for full approval tomorrow. Democrats exchanged proxies after secret talks and accepted a proposal shifting to a single unit tax was discarded after debates. The interdepartmental plan seeks tariff based allocations while beer duties would fall to 16 to 50 cents per gallon with a 5 dollar per barrel excise for non bargaining countries.
