Madrid December 19. The Spanish government announced Spain remains non-belligerent in the Pacific war between Japan, the United States, Britain and others. A decree signed by Generalissimo Francisco Franco and Foreign Minister Ramon Serrano Suñer states Spain maintains its non-belligerent stance as the conflict widens. The decree is dated yesterday.
