City leader Richard Sweeney outlined Hagerstown’s finances revealing a $4.2 million bonded debt not due until after 2000. He urged bond terms no longer than 15 years, warned revenues must cover debt, and noted a need for a planning engineer as shortages impact city projects.
Walter P. Murphy a 68 year old philanthropist and president of the Standard Railway Equipment Manufacturing Company died early this morning in the Ambassador hotel Los Angeles from a heart attack. He headed a generous business empire and left a lasting charitable footprint.
The Appellate Division in New York reduced the $300 monthly allowance granted for eight months to Alice Jones Rhinelander from the Rhinelander estate. The reduction follows an agreement reached with her late husband and his father.

Officials said men deferred for dependency or by occupation would be ineligible to volunteer under the plan aimed at meeting sea service manpower until about February 1. By then drafts will supply all services. Spokesmen stressed it would be unfair to the Army to allow Army deferrals to seek other services and that no one could volunteer after induction orders are issued.
