Washington Aug 11 The Investment Bankers Association urged a purchase tax on non essentials as an alternative to large income tax increases. Harcourt Amory of Boston told Senate Finance the plan would exempt food rents gas electricity and children's clothing with a 5 percent rate on mid range items and 10 percent on luxuries. It could add about 602 million dollars in revenue while moderating the 48 percent ceiling proposed for income taxes. Amory also proposed broadening the base and modestly raising rates on higher incomes with higher liquor and tobacco taxes.
