Lincoln dispatch says twenty five Russians in the Ninth and H street area have leprosy. They allegedly returned from beet fields a week ago. A physician sought rooms for a sanitarium to treat them. Russians do washing in city homes and do not speak English. authorities are investigating.
Washington reports three revolutions rage on the island with forces under Jiminez within four hours of San Domingo City. Minister Powell appeals for aid and the state department moves to send another warship to San Domingo to safeguard American interests. An American warship is expected to reinforce the gunboat Newport.
President Roosevelt orders state department to verify reports of massacres of Jews in Kishineff. Odessa dispatch finds no fresh outbreak. Simon Wolf and Adolphus Solomons meet with Acting Secretary Loomis and seek further clarity on the situation. The White House had already requested consular inquiries.
Los Angeles activists plan an ongoing campaign to end the Sunday coursing matches in the southwestern city area. The Los Angeles Society for the Prevention of Cruelty to Animals hired attorney Earl Rodgers to file prosecutions. Authorities previously intervened at Agricultural Park, halting the sport years ago under Mayor Eaton.
The Railway Age reports 1903 sets a new low in bankrupt railroad foreclosures with 18 road failures, 555 miles of track, and bonds and stocks totaling 15.885 million, down from 1896’s peak of 58 roads, 13,730 miles, and 1.15 billion in bonds and stock.
Ottawa December 29 news notes that no treaty restricts US and Canadian Great Lakes vessels. Secretary Pope explains only an arrangement exists to stop construction after six months notice by either side. The issue centers on limits and armament for a proposed Canadian armored cruiser.
Mr Pope doubts whether the country agreement is binding. He expresses uncertainty about enforceability and seeks clarity on legal standing and potential remedies.
Manila December 29 The Supreme Court confirmed the death sentences of four natives who murdered three Marines in September 1902. Major Noble, with government experience in the Philippines, will stay as an aide to acting Governor Wright.

Cincinnati reports ice floes cover sixty miles from Cincinnati to Rising Sun Indiana to Coney Island. Since two steamers and many barges sank last Sunday on the Ohio river, over a hundred loaded barges and numerous towboats are under vigilant guard night and day. River men fear if ice moves out suddenly damages could top a million dollars.
Frank White, a 25 year old Black man, was executed at the state prison in Auburn New York for the murder of farmer George Clare of Scriba. Six shocks were applied before death. A gurgling sound and burning hair odor were observed during the fourth and fifth shocks. State electrician Davis explained the gurgle as air escaping after the first contact.
In Pittsburg the Standard Oil Company reduced high grade petrol from a barrel by five cents and cut two cents on inferior grades, with credit balance at 1.85. In Toledo Ohio the price of oil was lowered five cents in the East and two cents in the West, unsettling Northwestern Ohio producers.
Oil Exchange morning sales in San Francisco report 200 Monarch stock at .4 and 100 Home Oil at .6 with fractional pricing. The sconce BB WO and Monarch entries appear incomplete or garbled but indicate active trading in Monarch and Home Oil shares on December 29.
Ten thousand seats expected sold for the Corbett Hanlon pugilist contest at the Mechanics pavilion. Attendance unlikely to miss capacity as advance sales run strong. Betting favors Corbett two to one, with Hanlon backers betting in small sums. Both fighters reported in peak condition. no delays foreseen. Neary of Milwaukee may read the winner’s challenge at ringside.
Moscow reports twelve batteries of four Grenadier brigades near Moscow have been picked for service in the Far East and issued updated artillery. Three batteries may depart soon bringing 108 field guns to Viceroy Alexeiff. Volunteers living at home who are high school graduates and can serve only a year are to barracks. No large troop movements eastward are yet reported.
In Council Bluffs on December 29 the 25 member Dodge light guards protected Zimmerman and Burke held in the county jail on an assault and robbery charge. A mob of would be lynchers stood near the jail but no violence occurred. Sheriff Cousins sought militia help and police detail for the night amid reports of another attempted lynching.
Mrs. Mary A. Rogers was convicted of murdering her husband Marcus H. Rogers and sentenced to be hanged on the first Friday in February 1904. Leon Perhan, her self confessed accomplice, received a life sentence.
Paris Dec 29 The Panama Company excludes Colombia from participation in the meeting to discuss accepting the US offer for its property. Colombia's 50,000 shares have been represented by M Semper at annual meetings, but this year the administrative council declines to admit Colombia due to recent isthmus events.
