Washington November 19 The joint Congressional Postal Commission will defer permanent postal legislation recommendations until February because the Post Office Department cannot provide accurate estimates of temporary rate operations until after the current quarter. Postmaster General Harry S New said estimates from 50 large offices suggest temporary rates would add about 32 million dollars to annual revenue, less than half of the payroll increase Congress approved. New proposed restoring a one cent per two ounce rate for transient second class mail but warned the temporary boost has reduced revenue in this area.
