He proposed including Sonora Chihuahua Sinaloa Durango Coahuila Nuevo Leon Tamaulipas and Lower California as a buffer state between the United States and Southern Mexico to curb revolutions.
Seattle dispatch reports Congress weighing toll exemptions for ships in coastwise trade via the Panama Canal. Pacific portsback the measure, aiding Northwest lumber merchants, while Atlantic interests seek larger Far East share. Delegate Grigsly from Alaska may push the amendment to extend coastwise rules to Alaska and the Philippines, but prospects appear weak.

German aid alleged as forces gather near Selisia.
Berlin May 29. Herr Von Kemnitz, a German People's Party Reichstag candidate, admits in Ober Zeitung that he drafted the final dispatch to Mexico seeking German armed aid in case of war with the United States. He was Foreign Office adviser on Far Eastern and Central American affairs. He says he should not be blamed if the United States obtained the document, which he argues could have done good if kept secret.
President Menacal of Cuba cablegram to Senator McNary says US action to buy the remainder of the Cuban sugar crop would lift prices. He notes the current crop is about twenty percent below December estimates due to drought, with strong demand and speculation pushing prices higher.
