President Truman urged Congress to provide basin wide development of Alaska river and water resources and warned the recent rivers and harbors bill may give the Army exclusive jurisdiction. He said other federal agencies should be allowed to contribute to development plans and that he may seek remedial legislation if needed.
Winnipeg May 22 The Red River's rampage subsides slowly with water levels dropping about one inch in 13 hours at Winnipeg and St Boniface. Authorities warn the danger is not over as river bridges fail and flood control teams monitor further declines across Emerson and other flooded areas.

In Fairbanks Alaska on May 22 two thirds of the city’s power supply was cut when 24 AFL IBEW members joined 240 colleagues on strike over a union shop clause. City officials consider court action as outages ease, while the Baranof made a southbound port call with passengers continuing travel to Wrangell Ketchikan and Seattle.
The Bridges led longshore group facing CIO and AFL opposition reportedly wins union control in Alaska ports including Whittier Fire Island and Anchorage. AFL signs with stevedoring firms and vows anti Communist stance to prevent left wing influence on defense project work. ILWU CIO factions remain represented in Skagway Valdez and Kodiak with Homer latest port added to AFL control.
Mrs Jessie McCrary Alaska representative for Sears Roebuck and Co attended the Bears Congress of Merchants at the Stevens Hotel in Chicago. The seven day event drew 1500 delegates from around the world. She toured Sears facilities and exchanged greetings with notable figures including General R H Wood and Mrs Wood and Mrs Robert LaFollette while sharing messages for Juneau friends and arranging further trips to Anchorage. She also found time for two shows Rise Me Kate and Lend an Ear.
The Lassie brought 9,000 pounds of gillnet kings to Juneau from Tak intet over the weekend. Three trolling boats The Weasel led by Vern Dick, the Pinta commanded by Walter Maxi, and the Ziliott skipped by Bill Helin landed a total of 1,500 pounds at the Juneau Cold Storage Company wharf.
Washington May 22 The Interior Committee prepared to start final consideration this week of legislation to grant statehood to Alaska and Hawaii. Senator Anderson outlined a plan to provide 200000 acres of forest land near towns to aid expansion, with towns receiving 30000 to 50000 acres each. An amendment to promote colonization over five years would yield one ninth of government land to the state. Mahoney proposed barring communists from state office under the Hawattar bill.
May 22 7 The 60 vessel BC packers halibut fleet faced a wind driven $600000 Fraser River waterfront fire. No injuries. A machine shop and equipment valued at $500000 plus $40000 Roy Roberts were destroyed. Five boats damaged three seriously. Fire began near the machine shop center, igniting drums of gasoline and oil with explosions. The fleet was saved as shifting winds diverted flames away from additional structures.
Airmen at Ladd AFB dropped 1000 pound bombs on a two and a half mile ice jam on the Keyokuk River near Cutoff Alaska delaying detonation by the first strikes. The Eskimo village of Cutort, ten miles west, faced isolation as water backed up. By noon Saturday word came that the jam had broken and waters were receding.
Aleutian leaves Seattle at 10 a m tomorrow while Princess Louise sails from Vancouver tomorrow afternoon or evening. Prince George to arrive Wednesday afternoon with Oregon Journal tour party aboard. Alaska set to sail from Seattle Wednesday. Baranof to sail from Beattle Saturday.

Alaska House members Warren Taylor of Fairbanks and Marcus Jensen of Douglas clash over a disputed 5600 payment to attorney Stanley McCutcheon tied to airport title work. Secretary of the Interior Chapman appoints Richard F Shuman supervisor of fisheries management in Alaska with the Fish and Wildlife Service. The effective June 1 transfer places him at Juneau. The National Labor Relations Board ordered an election in the Alaska Salmon Industry to determine if its radio operators wish representation by the Radio Officers Union Marine Division Commercial Telegraphers Union AFL. The union had served as bargaining agent before. contract lapse prompted a new vote to be scheduled by an NLRB regional representative.
