Senate adopts Simmons plan for income taxes
In Washington May 6 the Senate adopted both the Democratic surtax and the Democratic rates on small incomes after a lively skirmish. Substituting Simmons tax schedules for the Mellon plan passed 43 to 40 on the first vote and 44 to 37 on the second. Senator Jonathan of Washington abstained due to financial interest. The Simmons schedules, by M. Simmons of North Carolina, were introduced with the minority report from the Senate Finance Committee. The Democratic surtax rates are lower than Garner’s plan but higher than Longworth’s House version. The party voted unanimously to approve the Simmons schedules.
