Later the White House announced Bernstorff presented notes on submarine warfare, arguing American construction of inter national law and flagrant violations.
Lisbon march 3 the official Gazette publishes a decree under which thirty six German and Austrian merchant ships lying in the Tagus River were seized by the commander of the naval divisions. The seizure is cited as a public interest measure, not an act of war. The Portuguese premier and Berlin envoy seek to assure owners rights will be respected.
March mely? W. W. Lufkin, private secretary to Congressman A. P. Gardner, arrived from Washington to lead the Roosevelt delegates from the state to the Republican National Convention. He established headquarters in Charles Sumner Bird’s office, a former Progressive candidate for governor.

Washington reports the Senate subcommittee on judiciary announced that Brandeis hearing proceedings have ended tonight. The session closed after controversy over the nominee Brandeis and related judicial issues generated extensive debate among committee members and observers.
Stock quotations from New York show Alaska Gold closing at 22, Superior at 10 244, China at 8 734, Ray at 45, Utah Copper at 28, with Copper metal quoted at 28.
