Madrid June 9 Generalissimo Francisco Franco decreed a national referendum on his regime and possible monarchy return. The vote set for July 6 will be the first since 1936 and will ask yes or no on the succession law approved by the Cortes. The law proclaims Franco Chief of State and a kingdom and allows a king or regent to succeed if he dies or becomes incapacitated. Franco also can name his successor if he retires.
