Washington January 24 Congress appears set to raise army and navy pay by one third with an equal boost for Coast Guard enlisted men. The measure passed the House with no opposition and is expected to clear both chambers. Retroactivity to January 1 is noted in the bill text.
In a Senate bill passed yesterday, the Shipping Board will settle shipbuilder claims arising from contract cancellations during the European hostilities. The total claims are estimated at fifteen million dollars.
Senate banking chair McLean introduced a bill to coin a two cent copper piece as a Theodore Roosevelt memorial. He said the proposal came at the request of the Women’s Roosevelt Association.

Medina a sub secretary of Mexican foreign relations will go to Washington as charge d affaires. The move was reported by a local newspaper but not confirmed by W dispatches. The report places Medina in the role amid diplomatic chatter on Mexico's diplomatic postings.

Notice of appeal given today by the Alaska Treadwell Gold Mining Company from a jury verdict of $13,500 for damages to May Mugford for injuries alleged from stepping in a note in the sidewalk in front of the Treadwell Club building. No date set for presenting arguments.
Dr Sonn L Cope, commander of the British Imperial Antarctic expedition, planned to depart next June for five years in the Antarctic. Three party members would attempt a South Pole flight from the Bay of Whales atop the great ice barrier using a skid-equipped airplane. Captain John F. Blain former district manager of the United States Shipping Board was indicted for fraud by a federal grand jury and arrested posting a $10,000 bond. The indictment alleges he received secret commissions from Stewart David Equipment Company on shipments to the board totaling about $16,000 and that some commissions were funneled through his mother in law. Additional shipyard officials are expected to face indictments as the probe widens. He previously served as assistant manager at Pacific Coast Steamship Company and once captained the Pennsylvania to Alaska.
Blain refused to talk to reporters about his indictment and arrest saying he had nothing to say at this time. Bert Schlesinger, special assistant attorney general from San Francisco, said more indictments were coming and boarded a train for California, expecting to return to Seattle in a few days.
The Stewart David Equipment Company, tied to an indictment against Capt. Blain in Seattle, denied on January 24 that Blain had received secret commissions on orders as charged.
Chicago reports an epidemic as the health department announces daily new cases exceeding two thousand. One hundred one deaths occurred yesterday, the highest toll since the outbreak began locally. A New York dispatch tallies two thousand three hundred sixty one total cases in the city.
Seattle January 24 Dr J B Anderson State Health Commissioner ordered a rapid quarantine of all influenza cases to check the disease which is not yet an epidemic in the state.
