Final U S Note Rejects New Japanese Open Door Order
December 31 Washington states the United States rejects Japan s November 18 move and will not recognize a new order. Ambassador Grew delivered to Vice Minister Rengo Sawada the note asserting U S rights under the Nine Power Treaty of 1922 and opposing any abrogation of Open Door guarantees. The note says negotiations for a treaty revision are possible, but rejects unilateral denunciation while noting Japan had approved the principle of equality and economic opportunity. The State Department note delivered in Tokyo is the final communication on China Open Door Policy.
