The Weather Bureau gains 700000 to aid aviation through winter and reduce accidents. Two major weather problems remain unresolved: icing and radio beacon issues. The bureau has expanded 24 hour forecasting, enhanced instruments, and balloon observations to better track upper air conditions.
Thirty Japanese planes bombed Canton in the heaviest raid in weeks, hitting railways and districts with factories schools and residents. Reports say Chinese resistances continues along Shantung fronts near Tsingtao as dynamite rocks the port area. The American gunboat Sacramento arrives in Shanghai with civilian refugees from Tsingtao.
J Lo Pa Hong, chief figure in Shanghai civic circles, was killed in the French concession by an assassin in disguise as an orange peddler. Police fear the act may spark a terrorist campaign to deter Chinese cooperation with Japan in shaping a new regime. The killer escaped, and the Civic Association reportedly planned cooperation with Japanese efforts to rehabilitate areas around Shanghai.
London dispatch reports Japan's note to Britain stating attacks on the British gunboat Ladybird and other ships in China waters were mistakes. The note says Japan has taken action against further incidents and dealt with responsible officers for failing to prevent them.
Alaskan Native self government may be set up under charters and constitutions after Interior Department approval. Three types of constitutions are provided for business and municipal activities, community business groups, and groups with common bonds. Key feature is simultaneous adoption of charter and constitution at one election.

Coast Guard cutters search Southern California waters for a Japanese owned purse seiner named the Three Star after it fled Los Angeles harbor refusing to pay customs duties. The vessel recently built at North Bend Oregon for $45 000, refueled and departed before authorities could seize it, according to U S Attorney Benjamin Harrison.
The Spanish insurgent high command says they broke through Government lines northwest of Tereul to assault Celadas about 12 miles away. They claim heavy government losses from land offensives as the siege continues.
About 120000 workers in Paris accepted a wage and hours compromise with Premier Chantemps and returned to their jobs after daybreak. The strike threatened a general walkout but ended as workers resumed duties following the settlement.
Anchorage Alaska reports a prolonged blackout as an ice blocked water intake near the electric plant failed. Diesel generators briefly carried load for two hours before freezing bearings caused failure. Alaska Railroad plant then took over but also went off within an hour leaving the city without power.
The Navy Department announces all naval forces will join in war games starting late January at Culebra Island off Puerto Rico. The Coast Guard will participate for the first time, with maneuvers said to mirror annual exercises conducted there for years.
New York investigators report over twenty arrests in a $2,000,000 Long Island land real estate swindle. Suspects allegedly preyed on struggling immigrants in mill towns across New Jersey Massachusetts and Connecticut by selling non existent valuable property.
Secretary Morgenthau announced continued Treasury purchases of silver from Canada China and Mexico at least through January. The long standing agreement with China to buy silver and for China to buy gold from the United States has been extended to July 1 1938.
Washington reports a bill to gradually eliminate alien fishing boats from American waters with administration backing. Introduced at a special session by Senator Copeland, it tightens vessel documentation for boats of five tons and up to require American ownership and operation. Undocumented vessels under five tons may sail only if American built and operated, while resident aliens can run such small boats for up to six years.
In Barcelona a circular from Serra Moret, head of Catalonia’s economy council, urges factory committees and worker controls meet after hours. General assemblies should occur before day’s end with loss of work made up. Workers should not leave jobs for union meetings connected to the plant. Time not used for work to be deducted from salaries.

Informants expect a settlement soon between Japanese and American fishermen over Alaska salmon fishing rights. A State Department official hinted a definite agreement with Japan will be reached within days and be highly pleasing to Alaskan interests. Alaska Delegate Dimond paused holidays to prep for hearings on a bill enabling presidential enforcement areas in critical waters to protect fish resources, aimed at halting Japanese operations.
Seattle, Dec. 30. United States Senator Lewis B. Schwellenbach said before leaving for Washington that Japan’s agreement to suspend trawling in Bristol Bay would be satisfactory. He has not been apprised of details but assumed it follows the State Department note of November 20. If Japan guarantees it will not fish within 14 miles of the coast during the salmon run, he considers it satisfactory.
Delegate Dimond said before the Panay bombing little progress had been made in the Japan salmon negotiations and that findings of the State Department and Fisheries investigations had not been published.
