Moscow December 27 Soviet aviation authorities appeal to population of the northeast Siberia coast to join in the search for Col. Carl Ben Bielson and Cars Borland. The Soviet Government offers 2,000 rubles about $1,000 as a reward for locating the plane or the aviators.
PATABANKS Alaska Dec 27 The Bielson Rescue Expedition arrived with three Fairchild planes and crew. The aircraft were moved to hangars for assembly and testing, with completion expected in three to four days before possible departure toward Seward.

Nanking, Dec. 27. The Central Political Council approved an emergency plan to issue a mandate on January 1 abolishing extraterritorial rights in China.
