London December 20 Lloyd George told the House of Commons the merchant ship losses are narrowing. Submarines are sinking fewer ships while the Allies build new ones. He cautioned that Allied hopes are not realized by Russia’s collapse and noted Britain lost 17 ships last week, four fewer than the prior week.
